Steve Wagner

President

Steve is a Professional Engineer with over 17 years of industry experience in both onshore and offshore sectors. His background spans oil & gas, refinery and petrochemical, LNG, mining, and power generation projects across full asset lifecycles.

A graduate of Dalhousie University and member of Engineers Nova Scotia, Steve previously worked with Schlumberger, BJ Services, and Baker Hughes (a GE company).

As President of Technical Energy Solutions, Steve leads client engagement and directs a highly skilled team focused on delivering practical, project-specific technical solutions.

Paul MacDougall

Vice President

Paul is a Professional Engineer with over 10 years of experience in onshore and offshore energy projects. His expertise includes pre-commissioning, de-commissioning, chemical cleaning, oil flushing, and controlled bolting.

Paul is a graduate of Dalhousie University, a member of Engineers Nova Scotia, and holds a Project Management certificate from Robert Gordon University in Aberdeen, Scotland. Prior to joining WESI, he worked with Weatherford, BJ Services, and Baker Hughes (a GE company).

As Vice President, Paul oversees field operations, ensuring safe, environmentally responsible, and high-quality execution across all TES projects.

Craig Clancey

Operations Coordinator

Craig has worked in the energy industry since 1998, with extensive experience across pre-commissioning, de-commissioning, maintenance, and offshore services including subsea intervention and chemical cleaning.

Prior to joining WESI, Craig held leadership roles with Crosbie Industrial Services, BJ Services, and Baker Hughes (a GE company).

As Operations Coordinator, Craig applies more than 20 years of experience to ensure operational excellence, safety, and service quality.

Jason Carey

Project Coordinator

Jason brings over 12 years of experience across onshore and offshore energy sectors, providing frontline leadership throughout pre-commissioning, maintenance, turnaround, and de-commissioning projects.

He holds a Diploma in Business Management Accounting from the College of the North Atlantic and has specialized training in subsea intervention, testing, nitrogen services, controlled bolting, oil flushing, and chemical cleaning.

Marie Andrews

Account Manager

Marie is an administrative professional with over 15 years of experience and more than 8 years with Waterford Energy Services. Her responsibilities include accounts payable and receivable, payroll, invoicing, cash flow monitoring, and document control.

Lyall Collins

Corporate Controller

Lyall is a CPA, CGA with over 24 years of progressive financial leadership experience. His background includes cash flow management, budgeting, forecasting, ASPE compliance, strategic planning, and senior leadership support.
